In a blow to Lebanon's desperate search for economic salvation, the Total Energies-ENI-Qatar Energy consortium has officially relinquished offshore Block 9 following an unsuccessful exploration well drilled in 2023. The move leaves Block 8 as the only remaining licensed area in Lebanese waters—and shrinks what was once touted as the country's path out of economic collapse.
The timing could hardly be worse. Lebanon is in the third year of what the World Bank has called one of the worst economic crises in modern history, with the currency having lost more than 95% of its value, banks effectively insolvent, and the state unable to provide basic services like electricity for more than a few hours daily. Offshore gas was supposed to change that.
Total Energies and its partners drilled an exploratory well in Block 9 in 2023, targeting geological formations that showed promise. The well came up dry. In an industry where one success can offset multiple failures, companies have the luxury of walking away. Lebanon does not.
In this region, today's headline is yesterday's history repeating.
Block 9 sits in waters that have been a source of tension with Israel, which claims overlapping maritime boundaries. The dispute was partially resolved through U.S.-mediated negotiations in 2022, which delineated borders and allowed exploration to proceed. But resolving territorial disputes means little if there's no gas to extract.
Block 8, awarded more recently, now carries the weight of the country's energy ambitions. But exploration is expensive, high-risk, and operates on timelines measured in years—none of which align with Lebanon's immediate needs. The country's power plants run on imported fuel oil that the bankrupt state can barely afford. Blackouts are the norm. Generators, running on diesel, provide electricity at exorbitant cost.
The Block 9 disappointment also underscores a harsh reality about resource nationalism and economic development. Discovering hydrocarbons doesn't guarantee prosperity—ask Venezuela or Iraq. But not discovering them eliminates even the possibility.
