According to analysis by Imtiaz Baloch from The Khorasan Diary, income from massive coal mines in Balochistan province serves as a main economic source for the Balochistan Liberation Army (BLA) and related separatist groups. This challenges the Pakistani government's persistent narrative that the insurgency is primarily sustained by hostile foreign powers, particularly India.
The Pakistan-Iran-Afghanistan tri-border area functions as an economic wild west, where everything from smuggled Iranian diesel and cigarettes to human trafficking and arms flows through rugged mountain corridors that have defied state control for generations. Proximity to Afghanistan means a significant portion of the global heroin trade transits through these exact same routes, providing insurgent groups with lucrative opportunities to tax traffickers.
The economics are straightforward and brutally profitable. Taking a toll tax from drug traffickers moving Afghan opium and heroin toward Iranian and Pakistani ports yields margins that dwarf what most governments could plausibly provide as covert funding. A single successful convoy can generate enough revenue to fund operations for months.
Coal mining operations, both legal and illegal, dot the Baloch landscape. In areas where the BLA and other separatist groups maintain influence, these mines effectively operate as taxation zones. Mine operators pay protection money, purchase supplies through insurgent-controlled middlemen, and provide a percentage of profits in exchange for being allowed to continue operations.
Fuel smuggling from Iran, where government subsidies keep diesel and gasoline prices artificially low, represents another major revenue stream. Smugglers purchase fuel in Iran at subsidized rates and sell it across the border in Pakistan at market prices, with insurgent groups taking their cut for allowing the trade to flow through territory they control.
This economic model translates directly into the insurgency's operational capabilities. The BLA has demonstrated increasingly sophisticated tactics and weaponry in recent years, including the deadly train hijacking in March 2025 and coordinated attacks on Chinese nationals working on infrastructure projects. These operations require funding, and the evidence suggests that funding comes primarily from local sources rather than foreign intelligence budgets.
