Russian authorities have begun easing internet restrictions, according to Forbes Russia reporting, marking a notable policy reversal as President Vladimir Putin's approval ratings reach their lowest point since the start of the Ukraine war.
The Kremlin has decided to slow down the blocking of Telegram, the messaging platform that has become essential to Russian civil society despite periodic government crackdowns. The shift comes amid what Forbes Russia describes as mounting concern within senior government circles about public pressure stemming from multiple economic and policy challenges.
In Russia, as in much of the former Soviet space, understanding requires reading between the lines. The reported decision reflects not a sudden embrace of internet freedom, but rather a calculated response to what senior officials have privately characterized as political and economic risks associated with maintaining the current level of restrictions.
Putin's approval rating has declined to 67.8 percent, according to the Russian Public Opinion Research Center - the lowest figure since Russian forces launched their full-scale invasion of Ukraine in 2022. While still high by Western standards, the trend has created what Bloomberg characterizes as "significant challenges" for the Kremlin ahead of State Duma elections scheduled for September.
The timing of the internet policy shift is particularly notable. Russian citizens face a confluence of pressures: new tax amendments that increase the burden on middle-income earners, rising prices across consumer goods categories, and the continuation of internet restrictions that have disrupted both business operations and daily communications.
Kremlin spokesperson Dmitry Peskov offered the official line when questioned about the policy change, stating that most Russian citizens "understand the appropriateness of and need for" the restrictions. He added that they would be lifted "once the need for them disappears" - a formulation that provides maximum flexibility for future policy adjustments.
