An online loan debt collector in Semarang has been arrested after filing a false fire emergency report to terrorize a debtor, highlighting the dark side of Indonesia's rapidly expanding digital lending industry and exposing critical gaps in consumer protection regulation.
The debt collector, identified as BS (alias Bone), admitted to making the fraudulent emergency call to Semarang's Fire Department regarding a supposed fire at the residence of Ngadi, a street food vendor who owed money through an online lending platform. The false report diverted emergency resources and constituted what authorities describe as abuse of public services—an offense carrying potential prison time of up to 18 months.
"I was overcome by emotion regarding the debt that had not been paid," Bone stated in a video apology distributed by police. "I deeply regret what I did, which caused harm to the Semarang Fire Department and Mr. Ngadi."
Following his arrest, Bone was required to visit Fire Department headquarters to issue a formal apology and participate in what officials termed an "educational punishment." He was dressed in full firefighter protective gear—including heavy fire-resistant clothing, helmet, and oxygen tank—and instructed to operate fire hoses and perform other physically demanding tasks that firefighters routinely execute during emergencies.
"The work is very heavy," Bone acknowledged after the exercise, visibly exhausted. "I sincerely regret my actions."
Ade Bhakti, Secretary of Semarang's Fire Department, emphasized the seriousness of weaponizing emergency services. he stated, while noting that authorities are considering whether to proceed with prosecution given the public apology.
