The declaration, made via social media, marks an unprecedented use of executive power to pressure Congress on a single legislative priority. Constitutional scholars immediately questioned whether a president can effectively refuse to sign any legislation as a bargaining tactic, noting that such a stance could halt essential government operations including appropriations bills and emergency funding.
"This is not how the legislative process is supposed to work," said Sarah Chen, a constitutional law professor at Georgetown University. "The president has the power to veto individual bills, but threatening a blanket refusal to sign anything creates a constitutional crisis."
The SAVE Act, which would require proof of citizenship for voter registration and impose stricter ID requirements at polling places, has divided lawmakers along partisan lines.
