Poland's opposition Law and Justice party (PiS) has named Przemyslaw Czarnek as its candidate for prime minister ahead of upcoming parliamentary elections, selecting a hardline conservative whose record as education minister made him one of the most controversial figures in Polish politics.
The choice signals PiS is betting on mobilizing its conservative base rather than moderating its message to appeal to swing voters. Czarnek is best known for his tenure as education minister from 2020 to 2023, when he implemented policies that restricted discussion of gender and sexuality in schools and universities, drawing condemnation from LGBTQ+ rights groups and academic freedom advocates.
For EU institutions in Brussels, the selection has immediate implications. Poland's frozen recovery funds - billions in pandemic assistance tied to rule-of-law reforms - remain contingent on changes to judicial independence and media freedom that the previous PiS government resisted. A Czarnek government would be even less likely to accept Brussels' conditions.
The current Polish government, led by Prime Minister Donald Tusk's Civic Coalition, has worked to repair relations with EU institutions and unlock the frozen funds. But polls suggest the race is competitive, with PiS maintaining strong support in rural areas and among older voters despite losing power in 2023.
Czarnek's political brand is built on cultural conservatism and defiance of what he calls "Western liberal ideology." He has described LGBTQ+ rights as a threat to Polish families, opposed reproductive rights, and accused the EU of imposing foreign values on Poland. These positions play well with PiS's base but alienated urban and younger voters in previous elections.
The EU-Poland relationship would face renewed strain under a Czarnek government. Beyond the recovery funds, Poland remains subject to Article 7 proceedings - the EU's rule-of-law enforcement mechanism - over judicial independence concerns. The government has implemented some reforms to address these issues, but a PiS return would likely reverse that progress.
