The documents, which include internal chats and operational orders, reveal what Russian operatives internally refer to as "cognitive strikes" — coordinated campaigns designed to sow social division, influence elections, and undermine Western institutions. Among the most striking revelations are details of Islamophobic vandalism attacks in Paris, including the placement of pig heads at mosques and community centers.
In Russia, as in much of the former Soviet space, understanding requires reading between the lines. These leaked documents provide a rare window into the operational mechanics of information warfare campaigns that Western intelligence services have long suspected but struggled to document conclusively.
The OCCRP investigation shows direct involvement of the Russian presidential administration in planning and funding these operations. The leaked materials include communications between operatives, budget allocations, and post-operation assessments measuring the campaigns' success in generating media coverage and social tensions.
The Paris operations specifically targeted Muslim communities with provocative incidents designed to appear as far-right hate crimes, with the goal of inflaming social tensions and deepening political divides around immigration and integration issues.
