The European Union's promise to the Western Balkans - that membership is within reach, that reforms matter, that patience will be rewarded - took another blow this week as Bulgaria once again blocked North Macedonia's path to accession.
Sofia deployed its veto not over corruption metrics or rule-of-law benchmarks, but over a bilateral dispute about history, language, and minority rights that has paralyzed EU enlargement for years. The Bulgarian Foreign Ministry issued a statement confirming it "categorically opposes" Skopje's attempts to "renegotiate, circumvent or reinterpret" commitments from the 2022 EU consensus framework - particularly the so-called Second Protocol of the 2017 Friendship Treaty.
Translation from diplomatic Bulgarian: we're not moving until you accept that your Bulgarian minority exists, has rights, and isn't being persecuted.
The dispute centers on Bulgaria's insistence that North Macedonia must recognize and protect citizens who identify as ethnically Bulgarian - a population Sofia claims faces systematic discrimination. Bulgaria has documented what it describes as legal actions targeting Bulgarian-identifying citizens and denial of minority community rights.
North Macedonia, for its part, views the demands as an attempt to impose a Bulgarian interpretation of Macedonian history and national identity - issues that touch the rawest nerves in a country that spent decades fighting for recognition of its distinct existence.
What makes this particularly consequential is that Bulgaria has successfully embedded this bilateral dispute into the EU's formal accession architecture. This isn't a side argument that can be worked around. Under the 2022 French presidency compromise, Sofia effectively holds a structural veto over Skopje's membership progression. The Bulgarian government has maintained "full continuity" on this position across multiple government transitions, signaling this is not a negotiating tactic but a fixed red line.
The EU's enlargement policy, once credible, now resembles hostage negotiation. Cyprus blocks Turkey. Greece blocked North Macedonia for decades over the country's name. Now Bulgaria blocks North Macedonia over identity politics. One country, 27 stalled.
This matters beyond the Balkans. Ukraine and Moldova, both granted candidate status under wartime urgency, are watching. So is Georgia, Serbia, and every other aspirant that believed EU membership was a meritocratic process. What they're learning is that accession depends not just on meeting Copenhagen criteria, but on satisfying whatever bilateral grievances existing members choose to weaponize.
Brussels has limited tools to override a member state veto on enlargement. The EU operates on consensus for accession decisions, which means Sofia can maintain this block indefinitely. The Bulgarian Foreign Ministry confirmed it has mobilized "all available institutional and diplomatic channels" - bilateral engagement, European coordination, embassy networks across member states - to ensure its position holds.
Meanwhile, North Macedonia has been a candidate country since 2005. Twenty-one years of reforms, constitutional changes, and diplomatic concessions, and it remains outside because neighbors disagree about history textbooks and census categories.
The EU's credibility in the Western Balkans was already strained. This latest blockage may be the moment when aspiring members conclude that Brussels's promises aren't worth the domestic political cost of the reforms required to believe them.
